Average home insurance cost in Florida, and what moves it for one house

The average homeowners premium in Florida runs from $2,105 a year in Sumter County to $7,863 in Monroe County for policies that include wind, and it was $3,457 in Sarasota County. Those are Florida Office of Insurance Regulation averages as of March 31, 2026, not a quote for one house.

TL;DR

  • Sarasota County: $3,457 a year with wind; $1,482 for policies that exclude wind. Neighbors, with wind: Manatee $3,181, Charlotte $3,160.
  • Statewide: county averages with wind run from $2,105 to $7,863.
  • Your quote will differ. OIR: "Actual charged premium will vary based upon company, insured value, deductibles, and policy terms."
  • On one house, the paperwork asks about roof age, wind-mitigation features, and the flood zone. Flood is a separate policy.

The average, by county

OIR's Property Insurance Stability Report (July 1, 2026) lists the average homeowners premium in each of Florida's 67 counties. OIR divides total premium by policies in force, separately for policies with wind and policies without it.

CountyAvg with windAvg without wind
Sarasota$3,457$1,482
Manatee$3,181$1,859
Charlotte$3,160$1,661

Data as reported to OIR's Market Intelligence Report as of March 31, 2026. These are averages per policy, not per home value. The Manatee and Charlotte rows are those OIR averages. Permit and flood records on this site are Sarasota County only. The Manatee side of Longboat Key is not covered.

Why your quote won't match the average

The average mixes different houses, deductibles, and insurers. OIR says the actual charged premium will vary based upon company, insured value, deductibles, and policy terms. Three facts about the house show up on the paperwork: roof age, the wind-mitigation form, and the flood zone.

Roof age

Under Fla. Stat. 627.7011, an insurer "may not refuse to issue or refuse to renew a homeowner's policy insuring a residential structure with a roof that is less than 15 years old solely because of the age of the roof." For a roof at least 15 years old, the insurer must allow an authorized inspection, at the homeowner's expense, before it can require a new roof as a condition of the policy. It may not refuse solely on age if that inspection shows 5 years or more of useful life left. Roof age is also a line on the Florida 4-point inspection.

Wind mitigation

OIR says consumers "can take advantage of insurance premium savings when installing or implementing windstorm damage mitigation techniques." An inspector records them on form OIR-B1-1802 (Rev. 04/26), effective April 1, 2026: roof covering, roof deck attachment, roof-to-wall attachment, roof geometry, and opening protection. See OIR's wind mitigation page and the 4-point and wind mitigation inspection guide.

Flood zone

Most homeowners insurance does not cover flood damage. Only flood insurance covers rebuilding after a flood. FloodSmart says you are required to have flood insurance if you own a home in a Special Flood Hazard Area and have a government-backed mortgage. Zone AE is one of those areas. Check the zone for the building, not just the lot: Sarasota County flood zone map by address.

One Sarasota County house: what the record shows

3614 Pembrook Dr, Sarasota FL 34239 (unincorporated Sarasota County; parcel 0059160023).

Sarasota County Property Appraiser (property record updated Oct 15, 2026): built 1970 · 1,797 sq ft living area · 2026 just value $295,700, assessed $250,183 · roof on the appraiser's record: concrete tile, hip (primarily) (cover and structure only, not roof age).

  • Roof: Sarasota County permit record, searched through 2026-09-14. Reroof permit RES-ROOF-25-003208, March 2025, closed. Permit text: "35 sq Westlake Tile … and 8sq Certainteed Flat roofing … 43 SQ total install. 4/12 pitch."
  • Windows: permit RES-ALT-26-000818, February 2026, closed: "Replace the whole house of 10 windows, like for like with new hurricane impact windows."
  • Flood: County FEMA layer, downloaded April 17, 2026: the parcel intersects Zone AE (Special Flood Hazard Area, base flood elevation 22.8 feet) and 0.2% annual-chance Zone X. The building footprint does not intersect those polygons or the county community flood zone. The property appraiser also lists the parcel in X and X500, marks it inside the community flood hazard area, and says a map revision can change the label. A lender's flood determination settles which applies.
  • Evacuation: Zone E on the county storm-evacuation layer.
  • Not on that permit search: no repipe, no electrical permit, and no mechanical (AC) permit on this 1970 house.

A new roof and permitted impact windows are what the roof question and the wind form ask about. Missing plumbing, electrical, and AC permits are what a Florida 4-point inspection asks next. None of this is a premium. See Sarasota County building permit search.

FAQ

How much is homeowners insurance in Sarasota, Florida?

OIR's average with wind coverage is $3,457 a year, and $1,482 for policies without wind (data as of March 31, 2026). Your quote depends on the house, the company, the deductible, and the policy terms.

How much is insurance on a $400,000 house in Florida?

OIR publishes averages per policy, not by home value. Get quotes with the roof permit date, a wind-mitigation form, and the flood zone in hand.

Why is Sarasota's with-wind average higher than the without-wind average?

OIR reports them separately. Sarasota is $3,457 with wind and $1,482 without. The report states no cause, and the gap is not the same in every county.

Does a new roof lower insurance in Florida?

Roof age matters under Fla. Stat. 627.7011, and roof covering is a question on OIR-B1-1802. OIR says premium savings are available for windstorm mitigation. Any change in premium depends on the insurer.

Do insurers care about polybutylene pipes?

The Citizens 4-point form records plumbing type, and polybutylene is one of the pipe checkboxes. The form does not label a pipe type acceptable or unacceptable. Each insurer sets its own rules. See the Florida 4-point inspection.
